The City of Toronto starts up 2011 ward Environment Days (various Saturdays and Sundays throughout the growing season), and regional compost depots on Saturdays in 5 locations soon, beginning on April 2.
City compost is free for residents, up to 1 cubic metre - which should be enough to last a few years for most of us. I never have seen anybody measuring, so if you're not planning to become a reseller or anything, you can probably take whatever you need for your own use.

I have used city compost for years. Despite a sensational Toronto Star expose of bad composting industry practices a few years ago, my plants have always thrived in it. After the Star's article, the province of Ontario added stricter regulations on industrial composting practices, so in any case, compost quality issues are probably less likely now.
However, for those extremely concerned about environmental purity, I would suggest buying organic compost. (Or possibly moving out of the city or to a different planet, sadly.)
